What July 1 storm recovery help is still open, and who actually qualifies

The City of Ottawa issued a consolidated summary on July 28 of the support still open to residents recovering from the July 1 extreme weather event, and several of the details have not appeared in Bugle coverage before.

• The Compassionate Grant Program is a one-time $1,000 payment to a City of Ottawa residential property owner or tenant affected by basement flooding due to sewer surcharging, so it does not cover every storm loss. Eligible residents can apply online or call 3-1-1, and the City says application volumes have risen sharply, that staff will contact applicants with a status update within ten business days of receipt, and that residents should not resubmit an application because that slows the review.
• The Province has activated Disaster Recovery Assistance for Ontarians in parts of Ottawa for the July 1 flooding, with an application deadline of Monday, November 16, 2026, and the program covers damage from flooding out of lakes, rivers and creeks that insurance does not cover. Ontario lists the Ottawa activation area as Graham Creek and Stillwater Creek, so most Barrhaven and South Nepean addresses fall outside it, and residents should confirm they are in the activation area before counting on that program. Ontario says applicants should speak with their private insurer first, then call 1-877-822-0116 or email [email protected].
• Two income-tested provincial programs run through the City for residents not receiving Ontario Works or the Ontario Disability Support Program: Emergency Assistance, for people in a crisis whose income and assets cannot cover the need, and Essential Health and Social Supports, for low-income residents buying essential health related items or keeping housing or employment. The City notes it will not pay for an item or service already purchased.
• Residents already on Ontario Works or ODSP can ask about funds to replace food lost because of the event. All three routes go through 3-1-1, pressing 1 for English then 4 for Community and Social Services.
• Free clean-up kits donated by the Province are available while supplies last at two locations, neither of them in Barrhaven: the John G. Mlacak Centre, 2500 Campeau Drive in Kanata, main entrance lobby, and the Carleton Heights Community Centre, 1665 Apeldoorn Avenue, main entrance. Each kit holds a bucket, gloves, a broom, brushes, a squeegee, a mop, garbage bags, sponges, a face mask and disinfectant.
• The Canadian Red Cross is providing personalized recovery help and replies within 48 to 72 hours at [email protected] or 1-800-863-6582.
• The City also says it is applying temporary parking enforcement consideration in certain impacted neighbourhoods while response efforts continue.
• Still open from earlier Bugle coverage: property tax relief for significantly damaged buildings, with applications due February 28, 2027, the Furniture Assistance Initiative, which is eligibility based with City staff contacting households directly and others asked to call 3-1-1, and the Council-approved suspension of building and demolition permit fees for repair, reconstruction or demolition of buildings damaged on July 1.
