Every certified candidate receives these five questions when the City clerk certifies their nomination, with the same answer space and the same deadline: Tuesday, September 8, 2026. We publish them here so every candidate, and anyone still deciding whether to run, sees the same thing.

- If you're elected, what is the first concrete step you'd take in your first six months on council?

Where the Bugle stands: nowhere. The Barrhaven Bugle presents candidates, their ideas, and what readers want from them. We promote no candidate, endorse no one, and take no position on the election or its issues. We are an information source connecting readers with the campaigns as we see them: we take candidates and their statements at face value, and we do not conduct investigations into candidates. Every certified candidate gets the same questions, the same deadline, and the same space. The Bugle has not asked for, has not offered, and will not accept campaign advertising from any candidate or campaign, here or anywhere in the paper, through election day.
Disclosure: The Bugle's publisher, Jay Tarzwell, and Ward 3 candidate David Hill served in the same regiment, the Royal Canadian Regiment. They never served together and had no chain of command relationship. Both are members of two veterans' organizations: the Ottawa branch of The RCR Association, of which Mr. Hill is president, and Treble Victor. The publisher is a paying member of both and rarely attends either. They are slight acquaintances with no personal or business relationship. They have been connected on LinkedIn for some time and share many mutual connections through their past and present associations, but have not communicated directly there or on any other platform. This association has no bearing on the Bugle's coverage: every certified candidate receives the same questions, the same deadline, and the same space, and the Bugle promotes no candidate.
A person becomes a candidate here when the City clerk certifies their nomination — not when they announce, put up signs, or launch a website. That is why a campaign launch and a certified filing can be different dates. The list is rechecked daily and can change until nominations close. Spot an error? Tell us.
